多产权并存背景下历史地段保护与再生机制和方法研究——以南京老城为例

The co-existence of multiple property rights is one of the main problems of the conservation and regeneration of Chinese historic areas. Under the background of urban regeneration, it is particularly important to study the conservation and regeneration mechanism and method of historic areas with respect to property rights. This research will take Chinese historic area with complicated property rights as the main research object, paying attention to the graphic expression and quantitative analysis of property information, also the historical evolution process of property rights, to explore the relations between property rights, urban form and human behaviors, and reveal the influence mechanism of the change of property rights on the evolution of historical area. Then, under the existing land system and related policy in China, this research will explore the legitimacy and rationality of the operation of property rights, in order to form small scale and progressive conservation and regeneration planning method combining "top-down" and "bottom-up" based on the property rights. Finally, the research results will be validated and optimized through one or two historic area planning cases, to promote the planning methods and practical mechanism of the conservation and regeneration of Chinese historic area.

多产权并存是我国历史地段保护与再生中面临的主要问题之一，随着城市发展迈入存量更新阶段，尊重产权的历史地段保护与再生机制和方法研究显得尤为重要。本课题以产权密度大、关系复杂的中国城市历史地段为研究对象，注重对产权信息的图示表述及量化分析，也关注产权关系的历史演变过程，探索产权、物质空间形态与产权人行为模式三者之间的关系，揭示产权变更对历史地段演变的影响机制。继而，在我国现行土地制度和相关政策下，探索产权操作的合法性与合理性，以期形成基于产权的“自上而下”与“自下而上”相结合的“小尺度、渐进式”保护与再生规划方法，并结合1-2个实践案例验证并完善研究成果，为推进中国城市历史地段保护与再生的规划方法和实践工作提供方法论层面的借鉴。
