城市群视角下特色小镇促进城乡协调发展的机制和路径研究

The coordinated development of urban and rural areas is not only a scientific proposition to be solved urgently in the context of China’s new-type urbanization, but also an important prerequisite for exploring the new mechanism for regional coordinated development. Surpassing and transcending the traditional Development Zone mode, the characteristic town is expecting to be a significant breakthrough that may break the dual urban-rural structure at the scale of urban agglomeration. Taking the characteristic town as the object, our research is divided into four parts. Firstly, focusing on its policy goals of integrating industry, life and ecology, we discuss the mechanism to promote the urban-rural coordinated development for characteristic towns in the whole urban agglomeration, and we construct a theoretical comprehensive analysis framework. Secondly, from the industrial and demographic dimensions, quantitative evaluation of the objective effect of characteristic towns is given in Zhejiang province. Thirdly, by conducting social surveys of various stakeholders, we deeply analyze the factors affecting the effect, and then enrich our case base of characteristic towns. Finally, we combine the above theoretical research and empirical analysis, and put forward some reasonable suggestions from the perspective of policy optimization for governments, of which purpose is to promote the healthy development of characteristic towns. Furthermore, we optimize the mechanism and path of characteristic towns promoting urban-rural coordinated development. The ultimate objective of our research is to explore a characteristic town mode that can boost the coordinated development of urban and rural areas within urban agglomeration, and then provide reference, for creating a new urbanization pattern with urban agglomerations as its mainstay, and then propelling "a more effective new mechanism for regional coordinated development".

实现城乡协调发展不仅是我国新型城镇化战略中亟待解决的科学命题，也是探索区域协调发展新机制的重要前提。作为对传统开发区模式的突破与超越，特色小镇有望成为破解城市群视角下城乡二元结构的重要抓手。本课题以特色小镇为研究对象，首先围绕其生产、生活、生态融合的政策目标，探讨城市群地区特色小镇促进城乡协调发展的作用机制，构建理论分析框架；其次，在浙江省省域尺度，从产业和人口两个维度量化评估特色小镇建设的客观效果；再次，通过开展对各利益相关群体的社会调查，深入剖析该效果的影响因素，并丰富特色小镇案例库；最后，结合以上理论研究和实证分析成果，从政策优化角度提出特色小镇健康发展的合理化建议，供各级政府参考，并进一步完善特色小镇助推城乡协调发展的机制和路径。本研究旨在探寻城市群体系内助力城乡协调发展的特色小镇发展模式，为构建以城市群为主体的新型城镇化格局、推进“更有效的区域协调发展新机制”提供参考。

本项目旨在探索城市群视角下特色小镇对城乡协调发展的作用机制和路径，研究基本遵循“理论框架构建——实证分析——政策优化研究”三阶段研究思路，总结特色小镇促进城乡协调发展的作用机制和路径并提出相应的政策优化建议。..首先，本项目基于对新型城镇化的发展背景以及特色小镇建设的实践背景等，结合区际趋异理论等理论基础构建分析框架，重点探讨在城市群体系中不同类型的特色小镇促进城乡协调发展的可能路径；其次，本项目基于特色小镇空间区位数据、企业注册信息数据、专利数据、POI数据、脱敏后的中国移动手机信令大数据等数据基础，结合事件史分析、双重差分、空间加权回归等研究方法，对特色小镇建设现状进行评估，进而针对其对城乡协调发展的整体影响，以及对企业集聚与创新、区域住房价格等方面的影响展开实证分析；最后，本项目结合对特色小镇建设典型案例的深入剖析，明确特色小镇发展面临的政策桎梏并提出相应的政策优化方案。期待本项目的研究成果能够为特色小镇健康发展以及我国新型城镇化的高质量发展提供一定的决策参考。
