During the stage of management and operation for water resources and hydropower projects, the flood control of projects is keeped based on the designed flood and fixed limited level, but the contradiction between control flood and water use is very obvious. It is a important,urgent and scientific problem for solving this contraction. In this study the flood for the management of water resources and hydropower projects is explored. The essential differences between designed flood and management flood have been analysised from theory and practice; the new concept and scientific meaning of management flood have been constructed; the necessary conditions of management flood are systematically presented; the reasonable approach for management flood is researched based on the necessary conditions; the dynamic limited level for flood safty has been studied through the management flood. This study initiates a new apporach for management flood. The research results enrich the content of hydrology, raise the level of hydrology and development of hydrology, at the same time provide a approach for the flood converting water resources.
在管理运用阶段,水利水电工程的防洪安全性仍沿用现行设计洪水和固定防洪限制水位而得到了保证,但水库防洪与兴利矛盾十分突出。为此,切实解决水利水电工程管理运用阶段的防洪与兴利矛盾是一个十分重要和迫切的科学问题。本课题从理论和实践上全面地研讨管运洪水和设计洪水的本质区别;建立管运洪水新概念,确立管运洪水科学含义;系统地提出管运洪水必备的准则;从管运洪水必备准则出发,探讨推估管运洪水的计算方法和模型;通过管运洪水研究工程的动态汛限水位。课题第一次创新性地提出管运洪水并建立管运洪水的科学概念、实施手段及具体应用,可进一步丰富水文学洪水计算内容,提高学科水平,促进水文学发展,同时提供了洪水资源化途径。
