以提高《电子学报》学术水平和在专业领域的国际、国内影响力和权威性为主线，扩大稿源，提高审稿准确性、科学性和时效性；建立和完善跟踪国际国内电子信息学科发展动向的快速反应机制；提高编辑、出版水平和电子化、网络化程度；拓展发行和传播渠道等，提高《电子学报》的影响力和同行认可程度。争取IF、总被引频次等CSTPCD重要指标在受资助后次年增长10%左右，各项软、硬件指标更上一个台阶，提高《电子学报》在我国电子信息技术学科领域学术技术水平和权威性、代表性，打造出与我国的大国地位相称的在国际上有较大影响的名牌期刊。
