The core challenge faced by China’s economic and social development is to accelerate the industrial upgrading and optimize the ecological environment. Urban agglomerations, as the "core area" of industrial upgrading and spatial reconstruction as well as the most prominent "problem area" of ecological destruction and environmental pollution in China, shoulder the historical task of realizing industrial upgrading and building a beautiful China. An in-depth analysis of the coupling mechanism between industrial upgrading and ecological environment of urban agglomerations is not only an important part of regional sustainable development research, but also an urgent need for our country to provide systematic and scientific support for the sustainable development of urban agglomerations. Taking Chengdu-Chongqing urban agglomeration as the study area, this study identifies core industries and selects key indicators from the perspective of global value chain and industrial ecology, recognizes the main controlling factors and determines the threshold of carrying capacity based on the ecological environment carrying capacity and short board effect, and analyzes the process, pattern and law of industrial upgrading evolvement and ecological environment evolution of Chengdu-Chongqing urban agglomeration at multiple scales, further elaborates the coupling relationship between them using spatial panel model, finally proposes the industrial upgrading scheme and regulatory policy recommendations. The contributions of this study lie in the fact that it not only enriches the theoretical system of sustainable development studies on urban agglomerations, but also provides scientific evidence for industrial upgrading and ecological environment improvement of urban agglomerations, especially those 12 inland urban agglomerations.
加速产业升级与优化生态环境是我国当前所面临的核心挑战。城市群作为我国产业升级与空间重构的“核心区”以及生态破坏与环境污染最为突出的“问题区”,同时肩负着实现产业升级与建设美丽中国的历史任务。深入剖析城市群产业升级与生态环境耦合机理不仅是人地关系地域系统研究的前沿领域,也是面向国家战略为城市群可持续发展提供系统科学支撑的迫切需求。本研究以成渝城市群为研究对象,基于全球价值链与产业生态系统视角甄别核心产业、遴选关键指标,基于生态环境承载力与短板效应识别主控要素、确定承载力阈值;系统分析成渝城市群产业升级演进与生态环境演化的过程、格局与规律,进一步采用空间面板模型对二者耦合机理进行多尺度解析;在此基础上提出产业升级方案与调控政策建议。在学术上,有助于丰富城市群可持续发展研究的理论体系,在实践上,本研究可为城市群(尤其是12个内陆城市群)的产业升级与生态环境改善提供科学参考。
本项目以我国产业升级与空间重构的“核心区”以及生态破坏与环境污染最为突出的“问题区”-城市群为研究对象,从产业升级与生态环境综合测度着手,剖析了各自时空格局演变,解析了二者交互耦合机理,甄别出核心产业与关键指标,并据此制定了产业发展目录与布局优化方案。经过3年研究,取得了如下成果和新认识:1)厘清了全球产业链下的城市群产业升级规律与空间重构过程,产业升级对推动城市群高级化至关重要,而优化产业空间格局则对城市群一体化极为关键。2)构建了城市群产业升级定量测度指标体系,发现成渝城市群在全国19个城市群中较为落后,近年来有所改善但仍处于中等偏下地位;地级市尺度上,成都、重庆显著领先于其他地市,整体呈现北强南弱极不均衡的空间格局,核心城市辐射带动能力不足、行政区划限制是形成这一格局的主要原因。3)建立了城市群产业升级定序测度指标体系,发现成渝城市群资本深化现象有所加剧,整体处于以资本密集型产业为主导的阶段,尚未表现出明显的技术转向与创新驱动,与东部沿海城市群差距显著。4)构建了城市群生态环境质量测度指标体系,发现成渝城市群生态环境质量在全国处于中等偏上地位,但呈现出持续恶化趋势;各地级市差距不显著且大致呈现出由东南向西北不断下降的趋势。5)构建模型解析了成渝城市群产业升级与生态环境耦合规律,结果显示劳动生产率提升、产业结构改善、产业综合污染指数降低与固定资产投资增加都有助于生态环境质量的提升,但出口贸易额的增加会降低生态环境质量,表明成渝城市群当前仍处于以污染换取发展的阶段;整体而言,成渝城市群产业升级与生态环境质量之间呈现出一条反“√”型曲线,产业空间重构即产业转移则是对这一曲线的局部变形。共计发表论文2篇,均为第一标注,发表于地理学报等高水平期刊。培养8名本科生完成学位论文,其中1人获得重庆市优秀毕业生。
