In the context of the governmental function transformation, building the government performance management system is one of the most important tasks of the comprehensively deepen reforms, especially of the administration system reforms in our country. Based on the reflection of the new public management movement and the understanding of the context of the transformation of governmental functions, this research recognize the internal relations among the public value which reflect the orientation of government reform,the government functions which should adapt to the requirement of the socialist market economy system and the government performance management system which is necessary for the national governance system and the modernization of the governance ability. This research seeks to build the government performance management theory system and its paradigm beyond the new public management on the basis of the social construction of the government performance, with the purpose to support the top layer designs of the government management system from the breakthrough of fundamental theoretical research, and solve a series of practical problems. The research includes six theoretical subjects: social value construction and public value generation of government performance management, organizational evolution and strategic path of the government performance management, the basis and mechanism of the government performance governance, government performance leadership and the sustainable development, information asymmetric problem of the government performance management and theoretical paradigm of the government performance management;Two applying subjects were also included in our research: performance management of the government’s non-profit investment, the institutional framework construction and solving approaches of government performance management in China. We expect that this research can achieve original results among the theory, method and application, which, in turn, can provide the theoretical support and suggestions to build the government management system of our country.
职能转变背景下政府绩效管理体系的构建是我国全面深化改革,特别是行政体制改革的重要任务之一。本研究基于对新公共管理运动的反思和我国政府职能转变背景的把握,认识体现政府改革取向的公共价值、社会主义市场经济体制要求的政府职能、国家治理体系与治理能力现代化必备的政府绩效管理体制机制三者之间的内在关系。从政府绩效的社会建构着手构建超越新公共管理的政府绩效管理理论体系与研究范式,以求从基础理论研究的突破中支持政府绩效管理制度的顶层设计,破解实践中一系列难题。研究内容包括政府绩效的社会建构及公共价值生成;政府绩效管理的组织演化与战略路径;政府绩效治理基础与机制;政府绩效管理中的信息不对称问题;政府绩效管理的理论范式等六个理论专题;政府非营利性投资的绩效管理;我国政府绩效管理制度建设框架及对策建议等两个应用专题。预期在理论、方法和应用方面取得原创性成果,为我国政府绩效管理制度建设提供理论支撑和对策建议。
党的十九大提出“以人民为中心”的发展理念,这不仅是对政府职能在新时期的准确定位,而且也指明了政府绩效管理应承载的公共价值目标。基于此,本项目聚焦于政府绩效管理学科的基础性理论问题,其研究结果不仅有助于整个学科的构建,而且有利于把我国制度优势转化为国家治理效能。首先,项目组通过研究政府职能转变背景下政府绩效的社会价值建构过程与特征,科学界定了以公共价值为基础的政府绩效概念的内涵,为政府绩效管理范式的形成提供理论依据。其次,通过构建包含组织管理与战略平台、绩效领导与协同机制、绩效信息与数据集成和创新与绩效的可持续提升机制在内的绩效治理体系,解构基于公共价值的政府绩效的生产流程与机制,为持续提升政府绩效、优化绩效管理流程提供科学的依据。然后,混合运用案例研究、扎根理论、计量模型、比较分析法、文本分析法、数据挖掘与机器学习等研究方法,为以公共价值为基础的绩效治理理论提供支撑,并形成不同层面的政府绩效治理策略与方案。最后,通过归纳政府绩效管理的发展阶段、基本规律、基础理论和研究方法体系,研究政府绩效管理的范式演进,构建政府绩效管理学科框架,从而促进中国政府绩效管理学科话语体系的本土化构建。
