农地整理、确权、流转与规模经营的政策改革研究

Based on the past and ongoing research on farmland consolidation, transfer and transferrable land development rights(TLDRs), our research team will systematically investigate the issues of China’s farmland consolidation , titling, TLDRs and scale operation within one integrated theoretical and policy framework. Based on the rich data we have collected in the past and will collect in the future, we will study the effects of farmland consolidation in reducing land fragmentation and improving land transfers. We will also study the impacts of different sequencing of land consolidation and land titling on land fragmentation and transfer. We will further evaluate the existing practices of LTDRS in China and in particular in Zhejiang province and propose China should follow the Zhejiang model of LTDRs by generating land use quotas for interregional transfers and providing financing for land consolidation. This would help to improve farmland infrastructure and land quality while at the same time address the issues of land fragment and scale operation in agricultural development. We will provide a holistic policy reform framework that achieve multiple targets of farmland consolidation, smoother land transfers and scale operation in operation, tenure security as well as higher rural income.

基于研究团队近年来已完成和正在进行的大量关于农地整理、农地流转和土地发展权转移与交易问题的研究成果与丰富数据，本课题将综合运用定性分析和严格计量经济学方法，系统性地研究和考察农地整理、确权、流转和规模经营的逻辑关联性，农地整理对化解农地细碎化程度进而推动土地流转的效应，农地确权与农地整理时序安排对农地流转的影响，评估“土地发展权转移与交易”政策为核心的激励机制对农地整理的政策绩效。最终为中央和地方各级政府部门设计整体性的以“土地发展权转移与交易”政策为核心激励机制，推动广大纯农区农地整理，化解土地细碎化，进而推行农地确权的改革方案和配套性、渐进式的政策措施，并提出有效并具有联动效应的改革突破口，从而为推动我国农地流转，提高农民收入打下坚实的基础。
