Abstract: The "One Belt And One Road" initiative proposed by President Xi is not only the major initiatives for China’s opening up, constructing the community of human destiny and promoting global governance, but also an important way for all countries to remold global value chain and achieve sustainable development. This project has three purposes: (1) To build a sustainable investing indicator system and the rules when Chinese enterprises make decisions on "One Belt And One Road" investment activities such as production, plant construction and merger and acquisition while they need to abide by the requirements of environment, social responsibility and governance. To build a single value-added activity cost function based on upstream and downstream correlation, production and trade costs and to clarify the decision-making conditions of single value-added activities of Chinese Enterprises’ sustainable Investment by Theoretical Reasoning. (2) To build and optimize the theoretical model of "One Belt And One Road" value chain through sustainable investing in the sequence of value-added activities. To build the remolding measurement index considering the value added of value chain based on the international input-output model, and use the OECD to compile international input-output table for empirical test. (3) To make multi-source and multi-dimensional information fusion analysis according to the research conclusion of value-added activities’ sequence and trade costs in optimizing "One Belt And One Road" value chain remolding strategy by Chinese enterprises' sustainable investing. To propose Chinese government use fiscal funds to push social capital and make the institutional guarantee for guiding and supporting enterprises remolding the "One Belt And One Road" value chain through sustainable investing.
习主席提出“一带一路”倡议不仅是我国对外开放、构建人类命运共同体、推动全球治理的重大举措,而且是世界各国重塑全球价值链、实现可持续发展的重要途径。本项目①依据我国企业走出去对“一带一路”进行具体生产、建厂、并购等投资活动决策时,需要遵守的环境、社会责任和治理等要求,构建可持续投资指标体系和遵守规则;基于上下游关联、生产和贸易成本构建单次增值活动成本函数,理论推理澄清我国企业可持续投资单次增值活动的决策条件。②构建通过对增值活动次序的可持续投资,优化“一带一路”价值链理论模型;基于国际投入产出模型提出考虑价值链增加值核算的重塑测算指标,利用OECD编制国际投入产出表并进行实证检验。③依据我国企业可持续投资全局优化“一带一路”价值链重塑策略的增值活动次序和贸易成本等研究结论,基于多源多维信息融合分析,提出我国政府利用财政资金撬动社会资本、引导支持企业可持续投资重塑“一带一路”价值链的保障措施。
研究背景:习主席提出“一带一路”倡议是我国对外开放实现可持续发展、推动全球治理的重大举措。研究内容:可持续投资重塑“一带一路”价值链单次增值活动的理论建模;全球价值链增值活动次序优化总成本的理论建模和实证检验;可持续投资优化“一带一路”价值链的制度保障。重点解决:基于上下游关联、生产和贸易成本构建单次增值活动成本函数,澄清我国主导企业可持续投资单次增值活动的决策条件;构建可持续投资“一带一路”价值链增值活动次序优化的测算模型,实证检验主导企业优化增值活动次序对贸易、生产和总成本影响的调节作用等;主导企业“一带一路”可持续投资生产、建厂、并购等决策遵守的环境、社会责任和治理规则要求以及资金和服务保障。重要结果:环境、社会责任和治理规则对海尔可持续投资“一带一路”增值活动影响主要是生产成本;我国主导企业可持续投资“一带一路”增值活动降低最终品成本,不仅需要孤立地选择每项增值活动的承接国家,而且还需要从全局视角考虑价值链国内国际“双循环”的上下游依赖关联,更需要考虑增值活动次序越后安排在国内大循环生产,实现价值链和供应链的风险可控。关键数据:世界投入产出数据库2000至2014年的时间序列投入产出表;联合国统计司;网经社电子商务研究中心;人民币跨境支付“一带一路”资金融通高速公路[OB/EL]和实际调研资料等。科学意义:主导企业通过重塑价值链增值活动次序降低下游本地要素成本对最终品成本降低的效果比降低上游增值活动本地的要素成本更明显;主导企业重塑增值活动次序在权衡贸易成本和生产成本时,需要更多考虑降低贸易成本而不是生产成本,增值活动次序越后越不需要跨国重塑价值链。研究成果:获得省部级批示专家建议2份;出版学术专著1部;发表高质量学术论文8篇(SSCI、SCI论文5篇、CSSCI论文3篇);完成硕士学位论文2篇;参加学术会议3次并作出大会报告;完全达到计划目标。
