基于多层次网络恐怖组织协作的动态演化和调控策略

The collaboration of terrorist organizations is a notable feature of the international terrorism and poses a great challenge to the fight against terrorism. Based on the previous study of the collapse of a single terrorism organization, this project studies the dynamic changes in the structure and relationship of terrorism organizations, and explores dynamic evolutions and regulation strategies of the terrorism-organization collaboration based on the multi-level network. Firstly, the multi-level network of the terrorism-organization collaboration is constructed through the data mining and network construction methods. Secondly, spatial-temporal connotations of the terrorism-organization collaboration are defined by the collaboration theory. The spatial-temporal statistical analysis of the multi-level network of the terrorism-organization collaboration is carried out to explore the law of the spatial-temporal evolutions of the terrorism-organization collaboration. Thirdly, this project puts forward the behavior patterns of the terrorism organization with the social network theory and the collaboration practice of the terrorism organization. The behavior pattern and the collaboration dynamic of terrorism organizations are determined by the simulation experiment. Fourthly, the motivation types of the terrorism-organization collaboration are summarized. The motivation types and their collaboration situation of terrorism organizations are emulated. Finally, the relationships between collaboration characteristics, collaboration actions, collaboration motivations and the organization harm of the terrorism organization are verified with the spatial econometrics model. Based on these, the regulation strategies of the collaboration evolution of the terrorism organization are put forward in the perspective of the organizational network structure. It provides a method basis to explore the collaboration evolution of terrorism organizations, and management implications for the anti-terrorism of China.

恐怖组织协作是国际恐怖主义的一个显著特点，给反恐怖斗争带来极大挑战。在前期研究单个恐怖组织瓦解的基础上，本项目将触角拓展到恐怖组织间关系和结构的动态变化上，基于多层次网探讨恐怖组织协作的动态演化和调控策略。首先通过数据挖掘和建网方法构建多层次恐怖组织协作网；其次基于协作理论界定恐怖组织协作的时空内涵，据此对多层次恐怖组织协作网进行时空统计分析，以获得恐怖组织协作的时空演化规律；再次结合社会网络理论和恐怖组织协作实践提出恐怖组织协作的行为模式，借助仿真实验确定恐怖组织协作所采取的行为模式及其协作动态；接着归纳恐怖组织协作的动力类型，并仿真验证恐怖组织协作的动力类型及其协作态势；最后使用空间计量模型实证恐怖组织协作特征、协作行为、协作动力和组织危害之间的关系，以此为基础从组织网络结构的角度提出调控恐怖组织协作演化的策略。以期为探索恐怖组织协作演化提供方法基础，为我国反恐维稳工作提供管理启示。

恐怖主义在世界范围内，包括在中国都对人民群众的生命财产和国家安全形成了严重威胁。恐怖组织之间开展协作日益成为国际恐怖主义的一个显著特点，这给反恐怖斗争带来极大挑战。本项目基于多层次网络，按照“构建网络－时空演化－协作行为－协作动力－调控策略”的思路探讨恐怖组织协作的动态演化和调控策略，主要的研究成果如下：一是根据恐怖组织协作所侧重资源和要素的不同，将恐怖组织协作网络分为资金、人员、武器、后勤和武装团体（基本要素的综合体）这五个分层网络。恐怖组织协作网络是无标度网络，具有稳健而又脆弱的双重属性。二是全球恐怖组织联系越来越紧密，当国际反恐怖斗争取得重大进展时，恐怖组织倾向于通过协作来实施恐怖活动，人员已经成为了主要的协作要素。三是恐怖组织在选择协作对象时，更愿意与实力强、地理位置近和拥有多种资源的组织进行协作。四是通过网络结构指标，识别出恐怖组织协作网整体和各个分层网络的重要组织和小团体。强弱联合是大部分恐怖组织协作的形式，恐怖组织越来越倾向于选择强恐怖组织进行协作。大多数小团体内部联系紧密，团体与团体之间联系较少。五是纵向协作，特别是武装团体之间的协作是主要的协作方向，但是横向协作在逐渐增加。六是两两协作时最常见的协作形式，协作组织数量和所产生危害性之间整体呈现出倒V型。协作组织数量为4个时，恐怖活动带来的危害最大。自杀式袭击、劫持、绑架和武装袭击造成的伤亡人数、死亡人数、受伤人数较多。七是根据所获得恐怖组织协作特征、协作行为和协作动力与恐怖组织危害之间的定量关系，提出了针对恐怖组织协作调控策略的具体措施。. 本项目获得中国仿真学会2020年度科学技术奖自然科学奖二等奖1次，发表论文20篇，其中SCI检索5篇，SSCI检索2篇，EI检索6篇，中文核心期刊2篇。培养博士生3名，硕士生16名，本科生4名，参与组织学术会议3次，参加国内外学术会议23次。.
